That distinction matters. A UFO archive can easily be misunderstood as a treasure chest of hidden proof. GEP’s more useful function is closer to an evidence filter. This is the core reason Lüdenscheid matters to the state-level story. A sighting report without a date, time, location and case outcome is hard to use. It may still be interesting as folklore, but it is weak as evidence. A structured case record lets later researchers ask better questions:

How an investigation changes a UFO story
GEP’s published explanation of its work shows why investigation is more than just collecting stories. It says the aim is to reduce reported observations to explainable phenomena through witness statements and secondary data, then separate out the cases that cannot be reduced. Witness testimony is treated as the starting point, not the conclusion. That process is especially important in North Rhine-Westphalia because the state’s UFO environment is noisy. That matters for public interpretation. A report count is not the same as an anomaly count. A month with many reports may reflect media coverage, satellite visibility, drones, balloons, aircraft activity, weather conditions, public attention or better reporting routes. The archive is most useful when it allows those ordinary explanations to be tested rather than skipped.
Why Lüdenscheid connects local history to national data
GEP’s Lüdenscheid base gives North Rhine-Westphalia a special position in German UFO history. Many German states have sightings, local newspaper stories and occasional clusters of reports. North Rhine-Westphalia has that too, but it also has an institution that has kept a long-running civilian reporting pipeline. That makes the state a kind of archive hub: a place where regional curiosity, national reporting and international research debates meet.
