The state has no public UFO archive like some foreign programmes, so national documents and civilian files shape what can be known.

Introduction
Baden-Württemberg has many UFO reports, but it does not have a public state UFO archive in the way readers may know from France, the United Kingdom or recent United States debates. The most important official German record is not a Baden-Württemberg file at all: it is a Bundestag research paper that explains why Germany was not legally required to document UFO sightings and records the federal government’s position that it had no UFO files to release. That leaves a real evidence gap for Baden-Württemberg. The state’s public UFO history is therefore built from national parliamentary answers, general aviation responsibilities, local media, private civilian case files, and newer scientific reporting routes rather than from a dedicated state collection.[Deutscher Bundestag+2tagesschau.de]bundestag.deDeutscher BundestagDeutscher Bundestag
That gap matters because it changes how sightings should be read. A missing official archive does not prove a cover-up, but it also means that many local reports cannot be checked against a single public government file. For Baden-Württemberg, the best approach is cautious: use national records to understand official responsibility, use state archives only for ordinary government records, and use civilian datasets carefully, with their limits clearly stated.
What German National Records Add
The key German official document for this topic is the Bundestag Scientific Services paper WD 8 – 3000 – 104/2009, prepared in 2009 and later made public after a freedom-of-information dispute. Its value is not that it reveals a secret Baden-Württemberg UFO programme. It does something more prosaic but more useful: it shows how the German federal system framed the subject when parliamentarians asked about UFOs, extraterrestrial life and possible records.[FragDenStaat+2Deutschlandfunk]fragdenstaat.dedas ufo gutachten ist dadas ufo gutachten ist da
The paper discusses the 1978 United Nations decision on UFOs and extraterrestrial life, but it states that the decision was not legally binding. In plain terms, Germany was not under a legal duty to collect, investigate or forward UFO sighting reports simply because of that United Nations text. That is one reason there is no easy equivalent of a central German UFO case archive for a state such as Baden-Württemberg.[Deutscher Bundestag]bundestag.deDeutscher Bundestag
The same Bundestag paper records a 2008 federal answer to a parliamentary question asking how many UFO or extraterrestrial sightings the federal government had registered since 2000, and whether Germany planned to publish files as Britain and France had done. The government’s answer was that it had no knowledge of such sightings and therefore no UFO sighting files suitable for publication. The 2009 answer on extraterrestrial life was similarly cautious: the government said it had no knowledge allowing a reliable estimate of the probability of extraterrestrial life, and considered a landing of extraterrestrials on German territory scientifically excluded at that time.[Deutscher Bundestag]bundestag.deDeutscher Bundestag
This does not settle every historical question. The Bundestag paper itself noted that Britain and France had examined UFO matters and later published material, and that Cold War military concerns could have given German authorities reasons to look at unusual aerial reports in some circumstances. But that is an inference about possible security interest, not proof of a public, systematic German UFO archive. For Baden-Württemberg readers, the important distinction is between “the state has no dedicated public UFO archive” and “nothing was ever noticed, logged or passed through official channels”. The first is supported; the second would be too strong.[Deutscher Bundestag]bundestag.deDeutscher Bundestag
Why Baden-Württemberg Lacks A Public State Archive
Baden-Württemberg’s archive gap begins with responsibility. UFO reports are not a normal state-level administrative category. When a sighting is an airspace safety matter, it tends to be understood through aviation, police, defence or interior responsibilities, not through a cultural archive labelled “UFOs”. ARD’s fact-checking team reported in 2023 that, in Germany, unknown flying objects up to 11,000 metres fall under the Defence Ministry, while higher-altitude matters fall under the Interior Ministry; the Defence Ministry also told ARD that it continued to have no knowledge of UFO or UAP matters.[tagesschau.de]tagesschau.deOpen source on tagesschau.de.
That division helps explain why Baden-Württemberg does not present a neat state UFO file series to the public. If a report came in through a police call, an airport concern, a military radar question or a local authority note, it would probably sit inside ordinary administrative systems, if retained at all. It would not automatically become part of a named state UFO collection. This is especially important in a state with major transport infrastructure, military history, airports, research institutions and dense local media coverage: many reports may have left traces, but not necessarily in one searchable public place.
How Civilian Reporting Fills The Gap
Because official German records are thin, civilian reporting has become central to Baden-Württemberg’s UFO record. The most visible example is CENAP, a civilian reporting and explanation network with a strong Baden-Württemberg connection through its Mannheim origins. SWR reported that in 2024 CENAP counted more than 1,100 UFO reports from Germany, Austria and Switzerland, including 153 from Baden-Württemberg. The state ranked high in absolute numbers, second only to North Rhine-Westphalia, although per head of population it sat in the middle range.[SWR]swr.derekord ufo meldungen 100UFO Sichtungen in Deutschland auf Rekord-Niveau - SWR Aktuell…
Those CENAP numbers are useful, but they should not be mistaken for official case numbers or evidence of unexplained craft. SWR’s account says the 2024 Baden-Württemberg clusters included Lake Constance, the Markgräflerland and especially the Rhine-Neckar area, and that common explanations included Venus, Jupiter, Sirius, Starlink satellites, balloons, drones, aircraft, helicopters, light effects and bright meteors. CENAP’s own framing, as reported by SWR, is identification-led: people are usually reporting real things they cannot immediately explain, not necessarily extraordinary objects.[SWR]swr.derekord ufo meldungen 100UFO Sichtungen in Deutschland auf Rekord-Niveau - SWR Aktuell…
The Society for the Investigation of the UFO Phenomenon, or GEP, fills a different part of the gap. Its Zenodo datasets publish structured UFO and UAP case data with fields such as case number, sighting date and time, location, reporting route, free-text description, classifications and investigation results, while excluding personal data for privacy reasons. That makes GEP’s material especially valuable for researchers because it turns private reports into reusable data rather than leaving them scattered across press clippings and anecdotes.[Zenodo+2Zenodo]zenodo.orgOpen source on zenodo.org.
The strongest recent Baden-Württemberg example is the 20 September 2024 Friesenheim-Oberweier case, published by GEP as a Zenodo dataset. According to the dataset description, a federal police officer reported a bright apparition in the clear sky at 5:34 a.m., with a wave-like form and dot-like features; her husband heard a noise but did not see the visual phenomenon, and a passive radar operated by a GEP member later provided a signal connected to the sighting. The dataset includes image data, radar configuration details and case documentation.[Zenodo]zenodo.orgOpen source on zenodo.org.
That case shows both the promise and the limits of the civilian archive model. It is stronger than a simple anecdote because it includes structured documentation and technical material. It is still not the same as a state investigative file, a military radar release, or an official aviation safety report. For Baden-Württemberg, this is the pattern readers will see again and again: the best public evidence often comes from civilian investigators, local journalism and specialist datasets, while the official record remains broad, administrative and hard to search.
What The Gap Means For Reading Baden-Württemberg Cases
The archive gap should make readers more careful, not more dismissive. A weakly documented Baden-Württemberg sighting can still be sincere; many witnesses are ordinary people surprised by unfamiliar sky events. But without a public official UFO case file, the burden shifts to the available details: time, place, direction, duration, weather, aircraft tracks, satellite passes, photographs, multiple independent witnesses, and whether investigators recorded their reasoning before publicity reshaped the story.
A useful way to read the record is to separate three kinds of evidence:

- Official position: National documents show that Germany has not maintained a public UFO archive comparable to some foreign programmes, and that federal answers have repeatedly denied having UFO files to release.[Deutscher Bundestag]bundestag.deDeutscher Bundestag
- Archival trace: Baden-Württemberg’s state archive can preserve ordinary state and court records, but there is no dedicated public state UFO catalogue, and many holdings are not fully digitised.[Archive BW]archive-bw.deArchive BWPortal Archive in Baden-WürttembergArchive BWPortal Archive in Baden-Württemberg
- Civilian evidence: CENAP and GEP provide report handling, explanations, datasets and case documentation, but these are civilian records rather than government determinations.[SWR]swr.derekord ufo meldungen 100UFO Sichtungen in Deutschland auf Rekord-Niveau - SWR Aktuell…

This distinction also prevents two common mistakes. The sceptical mistake is to treat the lack of an official file as proof that nothing worth recording happened. The conspiratorial mistake is to treat the lack of a public file as proof that a hidden file must exist. The better conclusion is narrower: Baden-Württemberg’s UFO history is real as a reporting culture, but its official documentation is fragmented and mostly indirect.
The Most Honest Takeaway
For Baden-Württemberg, the question “Where are the official UFO files?” has a disappointing but clarifying answer: there is no known public state UFO archive, and the most relevant official German documents are national, not regional. The Bundestag record shows a federal stance of non-collection and non-release, while general archive structures show where ordinary state records would go if they had lasting value. Civilian groups then fill the working evidence gap with case files, explanations and datasets.
That makes Baden-Württemberg a useful case study in how UFO history can exist without a dramatic government dossier. The state has report clusters, local media interest, civilian investigation traditions and at least one recent instrument-linked case, but the documentary base remains uneven. The most reliable reading is therefore evidence-led and modest: Baden-Württemberg’s UFO record is best understood as a patchwork of public claims, private investigations, local reporting and scattered official context, not as a single state archive waiting to be opened.

Amazon book picks

Further Reading

Books and field guides related to Where Are The Official UFO Files?.
