Do More UFO Reports Mean Better Evidence?

What changed after 2019
The most important dividing line in the recent Hesse-linked data is 2019. That is when Starlink, SpaceX’s satellite internet constellation, began turning into a common skywatching problem. This matters because Starlink sightings are not isolated, one-off mistakes. They can arrive in bursts. Newly launched satellites can appear as a line of bright points moving together, especially shortly after launch, before they spread out and become less striking. By 2024 and 2025, the overall totals had moved into a different range. CENAP counted 1,084 reports in 2024, compared with a usual average of 600 to 800 according to Hansjürgen Köhler, the centre’s co-founder and head. Why report totals can rise for ordinary reasons
A record year sounds dramatic, but a UFO report is not the same thing as strong evidence. It is a record of someone encountering something they could not identify at the time. The count can rise because there are more unusual-looking things in the sky, because people are paying more attention, because they know where to report, or because they can now submit photos and videos more easily.
In Hesse’s case, CENAP’s record years are best read through several overlapping causes:
More visible satellites. Starlink is the clearest example. In 2020, Köhler told Die Zeit that 60 per cent of that year’s reports were Starlink. More bright, familiar astronomical objects being noticed. NASA’s skywatching guidance says Venus is one of the objects most often confused for a UFO, especially when low on the horizon, and that Sirius, Jupiter and Mercury are also often reported as UFOs. More drones and event lighting. The modern low-altitude sky is no longer just aircraft, stars and satellites. Hessischer Rundfunk reported that 2024 CENAP cases also included LED balloons, foil balloons, private and industrial drones, aircraft, helicopters, event lighting and bright meteors. More phone evidence, but not always better evidence. A smartphone photograph can help an investigator, but it can also create new false leads. CENAP says every submitted photo is checked, while Köhler has linked the increase in reports partly to the fact that many people now carry phones and take pictures. The useful numbers are the explained ones
The most helpful part of CENAP’s recent statistics is not just the headline total. It is the breakdown of causes. That breakdown changes the interpretation of a “flap” year. A flap can feel like a wave of mystery from the outside, but inside the data it may be several ordinary waves stacked together: a bright Venus season, repeated Starlink passes, a few meteor events, drone publicity, and a run of widely shared photographs. The public sees “more UFOs”; investigators see more identification work.
The 2024 record works the same way. CENAP’s 1,084 reports were said to be mostly traceable to Starlink satellites, while other cases involved planets, stars, balloons, drones, aircraft, helicopters, event lighting and meteors. A record total therefore did not strengthen the alien-spacecraft interpretation. The 2025 record sharpened that point. How to read record years cautiously
A careful reader should treat Hesse-linked record years as evidence about reporting conditions first and evidence about unexplained phenomena second. That does not mean witnesses are foolish or dishonest. It means the raw count is a social and technical signal before it is a mystery signal.
The first caution is geographical. CENAP is based in southern Hesse, but its totals are not Hesse-only sighting totals. They cover reports from Germany, Austria and Switzerland, with some from other countries. The Hesse connection is institutional: the state hosts a nationally visible reporting and triage centre. It is the way a Hesse-based civil reporting hub sits between public curiosity and a changing sky.
That gives the Hesse branch of German UFO history a distinctive value. It shows how a “UFO wave” can be produced by a mix of sincere witnesses, new satellite infrastructure, bright planets, drones, event lighting, camera artefacts and media attention. It also shows why local and regional context matters: the same report total can be misread as a mystery surge or understood as evidence of improved reporting and more identifiable sky traffic.
The strongest conclusion is deliberately modest. Hesse-linked report totals have risen sharply since 2019, and 2024 and 2025 were record years for CENAP. But the numbers do not point to stronger alien evidence. They point to a busier sky, a wider reporting pipeline and a public increasingly likely to photograph and submit what it cannot immediately explain.
