Mannheim’s place in Baden-Württemberg’s UFO history is not built around a single famous mystery in the sky. Its importance is more practical and more unusual: the city helped produce Germany’s best-known civilian UFO reporting and debunking tradition. Why Mannheim became a UFO scepticism centre
CENAP’s roots go back to Mannheim in the early 1970s. This is why Mannheim belongs in a Baden-Württemberg UFO history even though CENAP’s present centre of activity is now associated with Lützelbach in Hesse. The institutional habit was formed in Mannheim: take the call, collect basic details, compare the sighting against astronomy, aircraft and space activity, and then explain the result publicly where possible. The later move did not erase the Mannheim tradition; it exported it.
The origins of CENAP in Mannheim
CENAP’s early development came out of the crowded and sometimes belief-driven West German UFO scene of the 1970s. A retrospective from the Society for the Study of the UFO Phenomenon notes that Walter’s interest was triggered by a 1973 sighting of a trapezoid-shaped object, after which he and Köhler founded the Private UFO Research Group Mannheim. For readers, the archive matters because it shows that Mannheim’s sceptical tradition was not only reactive. CENAP did not merely answer phone calls; it tried to create a memory bank of recurring mistakes. Once enough reports had been collected, investigators could recognise patterns: a bright planet low on the horizon, a string of satellites after launch, a balloon drifting in wind, a lens reflection in a mobile-phone image, or a theatrical light projected onto clouds.

Köhler and Walter became public figures because they made themselves available at the point where curiosity, anxiety and media demand met. Walter was the better-known media sceptic for many years. How the Mannheim method changed UFO reporting
The Mannheim-CENAP tradition changed German UFO reporting by treating “UFO” as a temporary label rather than a conclusion. A UFO was simply something not yet identified by the witness. Once the object was identified, it stopped being a UFO in the meaningful investigative sense. That sounds obvious, but it cut against a media habit of turning every unresolved witness description into a mystery story.
The method had several practical effects:<div class="content-enhancement content-enhancement--insight-grid" markdown="1">
- It lowered the barrier for ordinary witnesses. People did not need to be believers, experts or conspiracy enthusiasts to ask what they had seen.
- It shifted attention from stories to conditions. Time, direction, weather, apparent motion, duration, brightness and photographs mattered more than dramatic wording.
- It built a library of repeat explanations. The same causes returned again and again: planets, stars, aircraft, satellites, balloons, lanterns, drones, meteors and camera effects.
- It separated weak reports from genuinely difficult ones. A case with missing time, no direction and no image might remain unexplained, but that did not make it strong evidence for anything extraordinary.</div>

That example captures the value of the Mannheim tradition. It does not mock the witnesses. The police officers were genuinely baffled. But the explanation came from knowing how a bright star can appear to flash, shimmer or change colour near the horizon. Baden-Württemberg reports through a CENAP lens
Baden-Württemberg remains highly relevant to CENAP’s work. In 2024, SWR reported that CENAP counted more than 1,100 UFO reports from Germany, Austria and Switzerland, with 153 from Baden-Württemberg. The same figures also show why sceptical interpretation is needed. Baden-Württemberg’s total looks striking, but SWR noted that per million inhabitants the state sat in the national middle range. A busy reporting state is not automatically a state with more genuinely unexplained phenomena. Recent Baden-Württemberg examples show the pattern clearly. In August 2025, SWR reported that two bright points in the morning sky produced numerous calls to CENAP, especially from Baden-Württemberg, Hessen and Rhineland-Palatinate. That is exactly the sort of case for which the Mannheim tradition was built. The witnesses did not invent the lights. They saw two conspicuous objects in the sky. The error lay in scale, context and expectation. A striking planetary conjunction can feel mechanical or artificial when seen unexpectedly before dawn, especially if a person does not regularly watch the sky.
The Starlink era gave old sceptical work a new job
CENAP’s sceptical work has become more relevant, not less, in the satellite age. Since 2019, Starlink satellites have repeatedly produced reports because they can appear as a “string of pearls” shortly after launch or as bright moving lights in orbit. The newer reports are not always from casual observers. Deutschland.de notes that German Air Traffic Control contacted Köhler after pilots on a passenger aircraft asked about dancing lights on the horizon; Köhler attributed them to sunlight reflecting from Starlink satellites. That is an important corrective to the idea that only inexperienced witnesses misidentify aerial objects. By 2025, the burden had grown further. Stern reported that CENAP counted 1,348 sightings in 2025 from Germany, Austria, Switzerland and a few other countries, the highest figure reported by the centre. This matters for Mannheim’s legacy because it shows that sceptical UFO work is not just old debunking from the flying-saucer era. The objects change. The method survives. Paper lanterns, skybeams and Venus have been joined by satellite trains, drone videos and mobile-phone artefacts, but the core task remains the same: reconstruct what happened before turning a witness’s uncertainty into a mystery claim.
What CENAP’s scepticism can and cannot prove
CENAP’s work is strongest when it has enough data to test a report: time, location, direction, duration, weather, photographs, videos, known launches, satellite tracks or flight activity. In those cases, the centre can often move a case from “unidentified” to “identified” quickly. The weakness is equally important. If a report lacks basic information, is reported long after the event, has no reliable image, or consists mainly of a memory under surprise, it may remain unresolved without becoming strong evidence. That is the most careful way to read Mannheim’s sceptical tradition. It does not prove that every witness was wrong, nor that every historical report has been solved. It shows that a very large share of UFO reporting can be explained when investigators treat the sky as a busy environment rather than an empty stage. The state-level lesson for Baden-Württemberg is therefore modest but valuable: high report numbers, vivid testimony and local media interest are not the same as strong evidence for extraordinary craft.
CENAP also has a cultural limit. Its blunt scepticism has sometimes irritated UFO believers and rival investigators. That friction is part of the history. A sceptical reporting centre can look like a spoiler to people who value unresolved cases as signs of a deeper mystery. Yet the public value of the Mannheim approach lies precisely there: it protects the difference between curiosity and credulity.
Why Mannheim still matters in Baden-Württemberg’s UFO history
Mannheim matters because it gave Baden-Württemberg a role in the infrastructure of German UFO interpretation. The state’s UFO history is not only a list of lights over towns, airports, valleys or lakes. It also includes the people and institutions that taught the public how to report and question those lights. CENAP’s Mannheim origins connect local amateur astronomy, press-facing investigation, witness support and sceptical case analysis in one unusually durable tradition.
That tradition has three lasting consequences. First, it created a public contact point for people who had seen something they could not explain. Second, it built archives and habits of comparison, making repeat misidentifications easier to recognise. Third, it gave journalists a readily available sceptical source, which helped keep many UFO stories from drifting straight into alien speculation.
For Baden-Württemberg, this makes Mannheim a quiet but central site in the history of UFO reporting. The city did not become famous because a single unambiguous object hovered over it.
